Alberta Transitions to a Regulated Multi-Operator Model

Alberta’s new regulated iGaming market officially went live on Monday, marking the province’s transition to a commercial, multi-operator model similar to Ontario’s framework. The launch was celebrated by the Alberta iGaming Corporation alongside industry partners, stakeholders, and government officials in Edmonton.

Dale Nally, Minister of Service Alberta and Red Tape Reduction, who introduced the iGaming Alberta Act in spring 2025, stated that the framework is designed to protect Albertans, particularly young people, while allowing those who choose to participate in online gaming to do so within a regulated environment.

Under the new structure, the Alberta iGaming Corporation is responsible for conducting and managing the commercial market on behalf of the province. Regulatory oversight is handled by the Alberta Gaming and Liquor Commission. This separation defines operational management and regulatory supervision as distinct functions within the provincial system.

Revenue Allocation and Public Funding Structure

The framework establishes specific revenue allocation rules. Twenty percent of net revenue generated by approved online gambling sites will be directed to Alberta’s General Revenue Fund. These funds are intended to support public programs and services across the province.

In addition, three percent of total gross gaming revenue will be reinvested directly. Of that amount, two percent will go to First Nations, and one percent will be allocated to social responsibility initiatives. These initiatives include research into gambling addiction and support for mental health treatment programs.

For users and operators, these allocations define how regulated iGaming activity contributes to provincial finances and targeted community programs.

Player Protection and Compliance Requirements

The regulatory framework places mandatory obligations on operators regarding player protection and responsible gaming.

Albertans using regulated platforms have access to tools such as financial limits, time limits, and gaming activity statements. A provincewide self-exclusion program applies across all regulated online platforms, casinos, and racing entertainment centres.

Operators must intervene if signs of high-risk gambling behaviour appear. Advertising and marketing are subject to restrictions, including a prohibition on targeting minors or vulnerable individuals.

According to Alberta iGaming Corporation CEO Dan Keene, the framework sets clear expectations for operators and is designed to create a competitive but responsible market environment. The Corporation has indicated that it will continue working with operators to strengthen compliance and enhance player protection tools.

Operators Live on Day One

Although more than 50 operators have been approved in Alberta, 22 websites were live at launch.

Bet365 launched its online sportsbook and casino and announced a partnership with the Canadian Football League in Ontario and Alberta. Caesars Entertainment introduced three separate digital brands simultaneously in the province: Caesars Sportsbook and Casino, Caesars Palace Online Casino, and Horseshoe Online Casino.

PENN Entertainment launched theScore Bet Sportsbook and Casino, alongside standalone apps for theScore Casino and Hollywood Casino. BetRivers, operated by Rush Street Interactive, also entered the market. BetMGM introduced its online sportsbook and casino in Alberta, marking its first international expansion since entering Ontario in 2022.

For users comparing platforms, the launch means multiple established North American brands are now operating under Alberta’s regulated system from day one.

Suppliers Provide Games and Content at Launch

A number of suppliers rolled out content in coordination with operator launches.

Pragmatic Play made a portfolio of slot titles available, including Fury of Anubis and Big Bass Blast, as well as live casino and game show content. IGT PlayDigital released more than 130 games into the Alberta market, including titles such as Cash Eruption, Cleopatra, and Magic Treasures Dragon, along with Everi titles like Black Diamond Deluxe and Cash Machine.

The presence of multiple suppliers at launch indicates that operators are offering a broad range of online casino content from the outset.

Our Assessment

Alberta’s launch establishes a regulated, multi-operator iGaming market with defined revenue allocation rules and structured oversight. Twenty-two operators went live immediately, with more than 50 approved overall, creating a competitive environment under provincial management and regulatory supervision. Mandatory responsible gaming tools, revenue reinvestment requirements, and advertising restrictions form core elements of the framework. For users and operators, the development clarifies legal access, compliance standards, and financial obligations within Alberta’s online gambling market.
