The extension was not passed as a standalone measure. Instead, the relevant language was inserted into the state’s 1,600-page omnibus revenue bill, SB3019. The bill passed both chambers of the Illinois legislature on 1 June and now awaits the signature of Governor JB Pritzker.
Bally’s temporary licence had been set to expire on 9 September 2026. Without legislative action, the company would have been required to close its temporary facility before opening its permanent casino, which is currently projected for early 2027. The new language allows the Illinois Gaming Board to extend the temporary licence until 9 September 2027.
According to the bill text, the Illinois Gaming Board may extend the period during which Bally’s conducts gaming at the temporary facility by up to 18 months for a fee of $10,000. In addition, the board may authorize no more than two additional three-month extensions. When accounting for the time already operated under prior extensions, the practical effect would amount to up to 12 additional months beyond the original expiry.
